MANILA, Philippines- Posibleng maging ugat ng panibagong hidwaan sa South China Sea ang pagsasagawa ng claimants – maliban sa Pilipinas– ng oil at gas projects sa mga lugar na inaangkin ng Beijing, base sa bagong ulat.

Batay sa datos mula sa US-based Asia Maritime Transparency Initiative (AMTI), inilahad ang bagong offshore projects ng claimants, na karamihan ay saklaw ng “nine-dash” line claim ng China, kabilang ang sites na nauna nang pinagtalunan.

Nagbabala ang grupo na maaari itong maging “primary flashpoint” sa disputes.

“With the China coast guard increasing the frequency of patrols across disputed waters, the prospect of confrontation between Chinese law enforcement and oil and gas operators at many of these locations is high,” anang think tank.

Kapwa inaangkin ng Pilipinas, China, Brunei, Malaysia, Taiwan, at Vietnam ang South China Sea, isang strategic waterway na maaaring maging daan para sa trilyong dolyar na international trade pass kada taon.

Sinabi ng AMTI na itinuloy ng China, Vietnam, Malaysia, at Indonesia ang kanilang energy exploration at development projects, habang patuloy ang pagsuspinde ng Pilipinas sa mga proyekto sa pinag-aagawang teritoryo– alinsunod sa polisiya na ikinasa nito noong 2014.

Batay sa report, tanging Manila ang claimant na hindi nagde-develop ng hydrocarbon resources sa bahagi ng continental shelf na saklaw ng nine-dash line ng China.

“Manila briefly permitted exploration at Reed Bank last spring, but quickly shut it down amid challenges from the China Coast Guard,” anito.

“Without access to more promising prospects, Philippine operators have turned to redeveloping the Cadlao oil field, an old concession that sits outside of China’s nine-dash line claim and that last produced oil in the early 1990s,” dagdag ng AMTI. RNT/SA
