P75B kita ng LBP, DBP, ipinalalagay ni Villar sa Maharlika fund

MANILA, Philippines – Ilalagak ni Senador Mark Villar ang P75 bilyong kita ng Landbank of the Philippines (LBP) at Development Bank of the Philippines, parehong bangkong pag-aari ng pamahalaan, upang ilagak sa inaambisyon na Maharlika Investment Fund (MIF).
Base sa Senate Bill No. 670 na inihain ni Villar, kukunin ang pondo mula sa investable funds ng LBP, DBP at dibidendo ng Bangko Sentral ng Pilipinas at iba pang pagkukunan ng pondo kabilang ang pribadong sektor.
“It is the duty of the government to ensure that our country will attain economic transformation, growth and sustainability. This can be attained by enacting a law that will be powerful tool for sustaining high-impact infrastructure projects, urban and rural development, agricultural support, and other initiatives that would increase income and economic activity in the Philippines. Thus, this Maharlika Investment Fund bill should be passed for the achievement of the country’s economic goals,” ayon kay Villar sa kanyang explanatory note.
Nakatakda sa panukala na gagawing Founding Government Financial Institution (Founding GFIs) ang LBP na kukunan ng P50 bilyong pondo; LBP na kukunan ng P50 bilyong pondo kabilang ang pambansang pamahalaan na kakatawanin ng Philippine Amusement and Gaming Corporation (PAGCOR) at Bangko Sentral ng Pilipinas at iba pang pagkukunan ng makikibahagi sa pagpopondo ng Maharlika Investment Fund.
“The Founding GFIs shall be entitled to prudential and other regulatory reliefs as may be determined by the BSP, to promote the financial soundness of these financial institution while contributing to the overall objective of the MIF,” ayon sa panukala ni Villar.
Inihayag pa sa panukala na gagarantiyahin ng pambansang pamahalaan ang lahat ng gagamiting pondo kabilang ang uutangin o debt instruments na Maharlika Investment Corporation (MIC) sa GFIs.
“Investment of contributors may be in the form of marketable or convertible securities, and other forms as may be determined by the Board: Provided, that security or debt instruments issued by the MIC t GFIs shall be guaranteed by the National Government,” ayon sa panukala.
Nakatakda din sa panukala na kailangan ibigay ng BSP ang 100% kita nito sa loob ng dalawang taon pagkatapos na maibatas ang panukala bilang pondo ng MIF na itinakda sa ilalim ng RA No. 7653 na inamendahan ng RA 11211.
“In the succeeding fiscal years, the BSP shall remit fifty percent (50%) of its declared dividends to the Fund and the remaining fifty percent (50%) to the national government to fund the increase in the capitalization of BSP in accordance with Section 2 of RA No. 7653, as amended by RA No. 11211, until the increase in the capitalization of BSP has been fully paid. Thereafter, the BSP shall remit one hundred percent (100%) of its dividends to the Fund,” ayon kay Villar.
Kukunin din ni Villar ang 10% gross gaming revenues ng Pagcor at iba pang government-owned gaming operators sakaling maisabatas ang panukala.
Hindi naman kukunan ng kahit singkong pondo ang social security ng empleyado ng gobyerno at pribadong sektor tulad ng Government Service Insurance System (GSIS) at Social Security System (SSS) na naunang ipinanukala sa Mababang Kapulungan.
Kabilang din dito ang Home Development Mutual Fund o Pag-IBIG.
Nakatakda din sa panukala na maaaring gamitin ng Maharlika Investment Corporation (MIC) ang 2% ng kabuuang pondo ng MIF bilang administrative at operational expenses nito.
“Under the proposed measure, the establishment of the Maharlika Investment Fund as well as the management, investment, and use of its proceeds shall adhere to the principles of good governance,. Transparency, and accountability,” ayon pa kay Villar. Ernie Reyes
