TESDA ginisa sa Senado sa P2B fund transfer sa PITC

MANILA, Philippines – Muli nanamang nasangkot sa isang kwestyunableng government fund transfer ang Philippine International Trading Corporation (PITC).

Sa pagkakataong ito, tungkol naman sa  P2-billion budget na inilipat sa PITC ng Technical Education and Skills Development Authority (TESDA) noong 2019.

Sa isinagawang Senate finance committee budget hearing sa TESDA at PITC, kinuwestyon ni Senator Franklin Drilon kung sino ang nag-awtorisa ng paglilipat ng P2 billion funds kahit na napaso na ang validity ng paggamit ng pera.

“TESDA was supposed to have returned P2 billion to the national treasury. What you did was to move this to PITC even if you can no longer utilize these funds,” ani Drilon kay Isidro Lapeña, director general ng TESDA.

Giit ni Drilon na ang nasabing lipat-pondo ay labag sa batas.

“I requested for the transfer of these funds to PITC, for PITC to pursue the procurement of the toolkits that were part of the scholarship program,” depensa naman ni Lapeña.

Ipinaliwanag pa ni Lapeña na may problema na sa integridad ng procurement system ng TESDA, kaya hiniling nila ang tulong ng government-owned trading company.

Pero base sa ulat ng TESDA, ang toolkits ay idiniliber nito lang 2021, o dalawang taon matapos ang fund transfer sa PITC.

Ibinahagi naman ni Senator Cynthia Villar sang naranasan niyang “bad experience” sa PITC.

Ito ay nang ibigay niya at iba pang local government units ang P400 milyong budget sa Department of Environment and Natural Resources (DENR) pambili ng composting facilities at plastic processing factories noong 2016.

Ibinigay naman ng DENR ang pondo sa PITC at hanggang ngayon ay hindi pa rin nakukumpleto ang proyekto.

“I have very bad experience with PITC and so many people have very bad experience sa PITC. Bakit niyo dinadala ang pera niyo sa PITC?,” tanong ni Villar kay Lapeña.

Pero hindi lang ang TESDA ang naglilipat-pondo sa PITC.

Sa report ni PITC officer-in-charge Christabelle Ebriega, ang top 5 na ahensya na naglilipat-pondo sa PITC ay Philippine Army (P13 billion), University of the Philippines education system (P4 billion), Department of Information and Communication Technology (P3.5 billion), Bureau of Fire Protection (P3.8 billion), TESDA (P3.3 billion), at Department of Health (P3.3 billion)

“These projects involve procurement, so we are not the contractor for these infrastructure projects,” paliwanag pa niya.

Sinabi pa ni Ebriega na nasa proseso sila ng pagbabalik ng hindi nagamit na pondo sa treasury, kabilang na ang P1.96 billion na pondong inilipat sa kanila mula sa iba’t ibang ahensya.

“That amount, if there are no problems within the month, that should be returned,” aniya pa. RNT
